David Collins was born in 1756 and sailed with the first fleet into Botany Bay in 1788. His role as deputy judge advocate meant he worked in close contact with Governor Phillip, and below the Governor was in charge of the entire legal system of the colony. In 1797 he returned home to England, and there was commissioned to found a new settlement in the Bass Strait.

Collins and his expedition landed at Sullivan's Cove in February 1804, and merged with the Risdon Cove settlement to found Hobart. Collins remained Lieutenant Governor Van Diemens Land (Tasmania) until his death in 1810.
